The project “EU Social Pillar for Candidate Countries”, which is financially supported by the European Commission, requires external expertise to support the EFFAT secretariat in the implementation of the project. This is a call for an expert to assist with liaison and coordination and a second expert to assist with the delivery of training.
- Expert for Liaison and Coordination
Tasks to be performed by the Expert for Liaison and Coordination
- Participate in the PSC meetings and facilitate the participation of trade unions from the candidate countries.
- Support the implementation of the project with expertise on the industrial system, social policy, culture and traditions and other relevant issues in the candidate countries.
- Liaise with trade unions in these countries on project-related issues
- Support the preparation and follow-up of, and actively participate in, project activities.
Selection criteria
The contract will only be awarded to tenderers who meet the following criteria:
- good knowledge of the industrial relations systems and social policies in these candidate countries
- fluency in Russian
- a good network with trade unions in mentioned candidate countries
- familiarity with industrial relations, social dialogue and collective bargaining, EU and national employment and social legislation
- good communication and coordination skills

- Expert for didactics and delivery of trainings
Tasks to be performed by the Expert for didactics and the delivery of trainings
- Prepare and convey seminars in structured and didactical manner, and in collaboration with EFFAT Secretariat and PSC
- Coordinate with PSC and EFFAT Secretariat the teaching methods and the educational content
- Participate in the PSC meetings and to report continuously on the state of the work
Selection criteria
The contract will only be awarded to tenderers that fulfil the following criteria:
- knowledge of didactic methods and profound experience in preparing and conveying seminars
- thorough and up-to-date theoretical and practical knowledge of the European Pillar of Social Rights and the actions in the associated Action Plan
- familiarity with industrial relations, social dialogue and collective bargaining, EU and national employment and social legislation
- good communication skills
