European Parliament paves the way towards recognition of Domestic Workers in Europe

With an overwhelming majority this week the European Parliament in Plenary adopted a resolution on towards a common European action on care, an important step forward towards the value, recognition and professionalisation of the domestic sector in Europe.

The text includes EFFAT key demands to improve working conditions of domestic workers.

In particular, the report:

  • Calls for the inclusion of domestic workers within the scope of the Health & Safety Directive 89/391
  • Calls on Member states to ratify and implement ILO Convention 189 concerning decent work for domestic workers and no. 190 on violence and harassment in the world of work
  • Recognizes that in PHS services, care and non-care activities are highly intertwined and calls on European Commission to address in the European care strategy the challenging working conditions of all domestic workers ensuring recognition and professionalization

This adoption is a clear political message from the European Parliament to the Commission to promote the recognition of Domestic Workers, including through effective measures in the upcoming European Commission Care Strategy.
