Joint Statement – Action to Address Labour and Skills Shortages

The European Personal and Household Services (PHS) sector faces a growing labour and skills crisis, worsened by the effects of the COVID-19 pandemic and Europe’s ageing population. Despite the potential to generate 17.5 million jobs by 2035, employment growth in the sector remains limited, with challenges such as poor working conditions, skill gaps, and low wages pushing workers away.
Social Partners—EFFAT, EFFE, EFSI, and UNI Europa—call on the new European Commission to take urgent action. They emphasize improving working conditions, supporting skills development, promoting legal pathways for third-country nationals, and recognizing the value of PHS work. These measures are essential for addressing the sector’s sustainability and ensuring quality care and household services for Europe’s families.
